A Digital Duty of Care?

The Alborithm is a feature of the proposed 'Digital Duty of Care'. This requires that 'reasonable steps' be taken by websites, including social media platforms, to avoid displaying a range of different types of 'harmful' content to adults. Here is a list of some examples below:

• material or conduct that is intended to cause serious harm by menacing or harassing an individual
• material or conduct that encourages, promotes, incites or provides instruction for the commission of a criminal offence
• material or conduct that encourages, promotes, incites or instructs extreme violence or cruelty;

The problem is that it is hard for a computer to tell whether particular content fits this criteria. This risks overcensorship.
